A Russian lawmaker has proposed a ban on gay people from using a surrogate mother to have children.
Vitaly Milonov, co-sponsor of the ‘non-traditional relationships’ propaganda bill, has suggested an amendment to banning same-sex couples from having children.
‘At present, Russian law has a loophole through which members of sexual minorities are allowed to inform children about homosexuality,’ his office said, as translated by GSN.
‘By and large, thanks to surrogacy homosexuals have the ability to inform a child about their lifestyle, values and views on gender roles and relations.’
Milonov explained allowing gay people would ‘recruit’ children if they were allowed to become parents by ‘breaking their psyche’.
‘It is necessary to amend the Russian law banning the promotion of homosexuality and pedophilia among minors, officially registering a ban on the use of surrogacy for gay men and people with blurred sexual preferences.’
The lawmaker also said as surrogacy can cost thousands, it should be a priority for heterosexual couples to adopt.
The Russian politician, who enforced a local St Petersburg ban on ‘gay propaganda’ before fighting through the federal law, is also supporting another bill to take children away from gay parents.
Due to be discussed in the State Duma in February, the proposed legislation will deny custody to gay people on the same grounds as alcoholism, drug use, a history of violence, insanity and child abuse.
But while Milonov is working to strengthen the federal law and crackdown on the LGBT community, gay rights activists believe they may have found the chink in the armor of the ‘gay propaganda’ ban.
Due to a historic ruling where a Russian judiciary agreed with an international court of law, Russia could be forced to repeal the federal ban on ‘gay propaganda’ if it violates the human right to freedom of assembly.
